RE a PQQ requirement for a 'certificate' relating to Regulation 23 of the Public Contracts Regulation 2006
There is a requirement in a PQQ to provide confirmation supported by any related evidence (the certificate should be signed by the company secretary) that there are no grounds for a Tender to be rejected pursuant to Regulation 23(4) of the Regulations. Please advise what is the content and format of 'the certificate' Thank you
